The Prove Gap: Why Enterprise Agent Stacks Stop at Three Layers
Sponsored research for security, compliance, platform, and audit leaders evaluating production agent deployments.
Enterprises deploy agents on model, context, and tools, and buy Route, Intercept, and Classify tooling. Production still stalls because a fourth layer is missing: Prove (runtime enforcement bound to offline-verifiable evidence).
Executive summary
The Prove Gap is the distance between having agent policies and proving what agents did, under which authority, in a format auditors verify without vendor access.
Key findings
- Confidence ≠ proof. 82% of executives are confident policies protect agent actions; only ~14% report full security/IT approval for production (Gravitee 2026, n=919).
- Stack incompleteness. Diagrams include Route and Classify; Prove is absent or conflated with logging.
- Stall pattern. Deals fail in Legal, audit, and procurement, not engineering pilots (Edelman-LinkedIn 2025: 40%+ stall on internal misalignment).
- Evidence bar rising. Auditors want offline-verifiable artifacts, not vendor-scoped JSON exports.
- Intercept ≠ prove. The September 2026 intercept wave (AIR Security, Zenity, Noma, Obsidian) validates vet-and-block spend, but intercept decisions alone do not satisfy third-party verification after vendor churn.
Prompts are not policy. Logs are not proof.
The gap is documented

Reference architecture: Route → Intercept → Classify → Prove → Verify
| Layer | Question | Example vendors |
|---|---|---|
| Route | How does traffic flow? | Unity AI Gateway, Kong, Portkey |
| Intercept | What add-ons may run? | AIR Security, Noma, Zenity, LangGuard |
| Classify | What data/risk class? | Cyera, Wiz, Straiker |
| Prove | What executed, verifiable how? | Aevesa (intercept attest, HITL receipts, traceable conduct) |
| Verify | Can a third party confirm offline? | verify.aevesa.com · @aevesa/verify |
Land with intercept attest only (one webhook after permit/deny). Expand to MCP receipt-before-action and quarterly portability drills when audit pressure lands.
Recommendations by persona
| Persona | If you do one thing this quarter |
|---|---|
| CISO / SecEng | Run offline verify on one production-representative agent action |
| Compliance / Legal | Map Art. 12/14 evidence requirements to current artifacts |
| Platform lead | Add Prove box to architecture diagram; scope attest POC |
| Internal audit | Test: can you trace approval identity 90 days later? |
